New Regulations for food delivery drivers to take effect September 1st

 

On 5 August 2017, the China Council for the Promotion of International Trade together with Baidu and other food delivery companies issued new standards[1] (T/CCPITCSC 007—2017) for the food delivery industry.

 

According to Council’s website, the “take-out delivery service standards” will go into effect in September first. They cover everything from the operation of the business, to delivery conduct for food delivery drivers. Here is a quick summary of the new service code:

 

 

  • Take-out companies must have a legal, corporate identity
  • Requires a fixed office space with a large-scale distribution team (no comment on how large)
  • All distribution equipment, including boxes, vehicles, and helmets, must meet relevant laws and regulations.
  • The delivery drivers must be at least 18 years old and should be registered as drivers (so no underage, unregistered delivery drivers)
  • The protocol for delivering food/products: They should knock softly (not too loudly) on the door. If there is no response, they should contact the person by calling or messaging them. They should never enter the residence.

 

 

The announcement did not mention how these new guidelines will be enforced, or the consequences of ignoring them. This is an important step in formalizing what is already a nearly 40 billion dollar a year industry in China.
